How to register a POS with the BIR

The short answer

Your POS must first be BIR-accredited; that is the supplier's job under RMO 24-2023. Then the supplier's eAccReg account applies for a Permit to Use (PTU) for each of your machines. You enroll in eAccReg with a notarized sworn declaration, and print the PTU from your own account once it is approved. The BIR's 2026 Citizen's Charter gives two days for the PTU and lists no fee.

If you want your POS to print your BIR invoices, the POS has to be registered for your store. Under RMO 24-2023 that happens online through the BIR's eAccReg system. The supplier's account files it for you, and your store gets a Permit to Use (PTU) for each machine. Here are the steps, the documents and the timeline.

Before you start

  • Your business must be registered with the BIR. You need a Certificate of Registration for the branch where the POS will be used.
  • The POS must be BIR-accredited. RMO 24-2023 requires cash registers and POS systems to be accredited before they are registered and used. The supplier's accreditation number and date print on every invoice.
  • Ask the supplier for its Certificate of Accreditation and the software version it covers. The BIR's old accredited-list page (bir.gov.ph/index.php/bir-accreditations.html) was blank when we checked in September 2026, and we couldn't find the list's current address. Ask your RDO if you want to confirm a supplier.

The steps

  1. Enroll in eAccReg. Taxpayer-users and suppliers can both enroll at eaccreg.bir.gov.ph. You need a notarized sworn declaration (RMO 24-2023 Annex A), plus a special power of attorney or board resolution and an ID if someone files for you. The BIR's 2026 Citizen's Charter lists no fee.
  2. The supplier applies for your PTU. The Charter says only the software supplier's eAccReg account can apply for a CRM/POS PTU on behalf of the store. Your own account can apply only for special purpose machines, like ordering kiosks.
  3. The BIR processes it. The Charter gives two days for this step, with no fee and nothing else for you to submit.
  4. You print the PTU. Log in to your eAccReg account and print it. Suppliers can no longer print it for you. Each machine gets a Machine Identification Number (MIN).
  5. Display it and start using the machine. RR 11-2004 says the PTU must be attached to the machine where the public can see it. Invoices now print the MIN, the machine's serial number and the PTU number.

The BIR's official process has no fee. A supplier or agent may charge for handling the paperwork. Ask what the fee covers.

These are the BIR's service targets. Your RDO's actual pace can differ.

After you have a PTU

  • Run your readings. An X reading per shift and a Z reading at the end of each business day. See X and Z readings explained.
  • Don't reset the grand total. Under RMO 24-2023, the reset counter goes back to zero only when the PTU is retired or cancelled. If a reset happens, notify your RDO within three days with the Z reading. The penalty is ₱1,000 for each missed notice, up to ₱25,000 a year.
  • Give notice before changes. RR 11-2004 needs prior written notice to move a machine or change your business name, notice before a repair or upgrade, and prior approval to withdraw a machine.
  • Monthly eSales report. RMO 12-2012 had cash register and POS users report monthly sales per machine through the BIR's eSales system: by the 8th of the next month for even last TIN digits, the 10th for odd. The BIR took eSales down for maintenance in June 2025, which suggests it is still in use, but we found no 2025 or 2026 issuance confirming it. Ask your RDO.

Moving, replacing or retiring a machine

The 2026 Citizen's Charter has a "Cancellation of PTU POS/CRM" service for retiring a machine, moving it to another branch, a new franchisee, or closing the business. You file at your RDO with:

  • a request letter;
  • a notarized sworn statement of the readings;
  • the original PTU and decal;
  • the last day's Z reading and backend report;
  • a reprint of the last invoice.

The RDO inspects the machine, and a Certificate of Cancellation is issued. The Charter gives seven days in total, with no fee.

If you run a CAS instead

A full computerized accounting system gets an Acknowledgement Certificate, not a PTU, under RMC 5-2021 and RMO 9-2021. You can apply online through ORUS (orus.bir.gov.ph), and the Charter gives three days. See EIS vs CAS vs POS accreditation vs PTU.

Registering a POS doesn't make it an e-invoice system

A PTU authorizes the machine. It doesn't make its printout an electronic invoice. Under RMC 98-2026, a printed POS invoice counts as an e-invoice only if the system also sends it to the buyer electronically and can report the data to the BIR, and e-invoicing needs its own Permit to Issue. Can I register Kassly as my POS?

Not yet. Kassly is not BIR-accredited; Symflo's application is in progress. There is no accreditation number to register a PTU against. Until then, use Kassly for sales, stock and reports, and keep issuing your BIR-registered invoices.

What if I move or retire a POS machine?
